Palm Coast Mayor Delivers Unconventional Address at State of the City

PALM COAST — In a departure from the traditionally optimistic tone of the State of the City, Mayor Mike Norris used this year’s address to deliver a message marked by frustration, pointed critiques, and warnings about political pressure.

Speaking at the Palm Coast Community Center on Thursday, April 10, Norris described the city as facing serious internal and external challenges. “Our city remains challenged,” he said, criticizing previous planning decisions and claiming Palm Coast is still “under the mercy of the swamp.”

The mayor expressed strong opposition to the proposed $100 million West Side Sports Complex, claiming the project is being pushed forward without meaningful public input. He argued that the decision appeared predetermined and warned residents, “You will pay the tab.”

Norris also alleged a conspiracy to undermine his administration. He claimed that former elected officials and local organizations have encouraged city employees to file complaints against him as part of a broader effort to destabilize leadership. “It’s challenging to say the least,” he said.

He pointed to a March protest by the Flagler County Homebuilders Association—held in response to his proposed housing moratorium—as further evidence of political resistance. “Our City Hall was blockaded by the building industry,” he said. “It showed who actually runs our city.”

Meanwhile, the mayor remains under investigation for a possible charter violation. The Palm Coast City Council recently approved a third-party inquiry following reports that Norris privately demanded the resignations of two senior city officials. He has denied the allegations.

Although the State of the City is typically used to highlight civic accomplishments and future projects, this year’s address reflected the ongoing tensions within City Hall. City staff followed the mayor’s remarks with presentations on infrastructure, growth, and development initiatives.
