Palm Coast – On April 15, 2025, the Palm Coast City Council officially appointed David Sullivan to fill the District 3 seat, following the resignation of Council Member Ray Stevens due to health reasons. Mr. Sullivan will serve in the role until the next City Council election in November 2026.

Mr. Sullivan, a Palm Coast resident for 24 years, brings a wealth of experience to the position. His public service career includes serving on the Flagler County Board of County Commissioners from 2016 to 2024. Prior to that, he dedicated 28 years to the U.S. Navy, retiring as a captain. He also holds a master’s degree from the Naval Postgraduate School and served as Director of Special Programs at the Pentagon under the Office of the Secretary of Defense.

After taking the Oath of Office, Mr. Sullivan addressed the council and community with heartfelt remarks. He expressed gratitude for the opportunity to serve and reflected on his connection with Ray Stevens: “I was at the canvassing board for the last three elections, including the one where Ray and Mr. Stancel came very close in the primary part of it to win. I remember sitting there with Ray, and we got along just fine. I’ve known him a long time. It is very unfortunate that he was unable to complete his term.”

Mr. Sullivan also reaffirmed his commitment to the role, pledging to serve with honesty and impartiality. He stated, “I absolutely guarantee to all of you on the board and all the citizens of Palm Coast that I will look at the facts and then make a decision. I’m in nobody’s pocket—never have been, never will be—and I always make decisions based on the facts that are presented. I look forward to my time on council and to working with you all. Thank you very much.”
